It happened Saturday around 3:00 p.m. The Charleston Police responded to an injured person located at 113 1/2 President Street. When they arrived, EMS and the fire department were already on scene treating the victim, Courtney Ann Harbaugh, for injuries sustained to her head and leg.
Witnesses told authorities, the victim was on the second floor of the rental property and leaned over the railing to ask them to borrow a hose, when the railing broke and she fell two stories onto the sidewalk.
The victim was transported to the Medical University of South Carolina with a slight pulse. She was given CPR and chest compressions at the scene. She is currently in critical condition.
On Monday, family and friends talked about the incident and how Harbaugh has influenced their lives. Carri Tucker is Harbaugh's sister, she recalls the moment she heard about the accident.
“You don’t react and I just went cold, I lost it and it's been unreal.” said Tucker.
Savannah Bandurraga lives at the President street home with Harbaugh. The two met a few years back and have been living together every since.
“She is an amazing person, she always brought a smile to my face, amazing person,” said Bandurraga.
The two young woman rent the second floor apartment. The incident report mentions two complaints about the loose railing filed to the property managers. We asked Charleston Property Management about the issue. A company spokesman says the company has no record of the complaints. He added the company does not ignore safety concerns and says this is an unfortunate accident.
Harbaugh is a pre-school teacher at the Little School at Grace Episcopal Church in Charleston.
