The Emergency Operation Center in Charleston County is open and operational, but only on a limited basis.
The mystery surrounding Hanna is putting some decisions on hold.
"Things can change in the blink of an eye, where its going to go, the strength and speed of it," Emergency Preparedness Director Cathy Haynes said.
The tri-county remains on OPCON 3, meaning an emergency situation is likely or imminent. Haynes, speaking on behalf of Berkeley, Dorchester, and Charleston Counties, says no evacuation orders have been issued at this time.
"That is not off the table yet, but we are still waiting to see what this storm does before we make a decision on that."
Haynes added there is still time to make that decision, if Hanna presents a serious threat.
Isle of palms Mayor Mike Sottile invites his residents to leave if they feel it's necessary. "If you don't feel comfortable staying, feel free to voluntarily go, stay with a friend or family. If you don't feel safe staying on a barrier island," Sottile said. Haynes says the governors office would allow voluntary evacuations if local communities feel it's necessary. Haynes added that has not happened yet but it's a possibility tomorrow.
