South Carolina Gov. Mark Sanford is telling legislators in a letter they need to make specific budget cuts to keep the state's finances on track. The letter sent to legislators last week repeats Sanford's calls that legislators should avoid across-the-board cuts. Sanford spokesman Joel Sawyer says it amounts to an informal request for them to return to Columbia. Sanford said legislators could use nearly $70 million in budget vetoes he offered and 18 pages of suggested cuts contained in his executive budget that would save $93 million to cover expected shortfalls. Earlier this month, the five-member Budget and Control Board voted 3-2 to order all state agencies to cut their budgets by 3 percent. Sanford voted "no."
