Police Charge Brothers in Deadly Shooting of Teen

Police make two arrests in the homicide of a 15-year-old found dead beneath a downtown overpass last week. Brothers Leon and Rafael Horlbeck are charged with killing Jermel Brown.
Police say Rafeal Horlbeck was out on bond at the time of this shooting for criminal sexual conduct with a minor. He may also be linked to another shooting in North Charleston.
He was charged with murder in 2006, but the case was never prosecuted.
A press conference was held last week to alert the public to the shooting death of Brown.
"This is the type of outcome that occurs when the community, city officials, and a police department work together on these senseless crimes,” Charleston Police Department Chief Greg Mullen explained.
Local leaders are pushing tougher crime legislation, so future cases like Jermel Brown's can be avoided.
“The problem for the young people is they might get killed as Jermel Brown did. He's 15-years-old and he got shot by drug dealing hoodlums," said Mayor Joe Riley, "If we had systems in place and laws in place this probably could have been prevented."
The brothers are being held at the Charleston County Detention Center.
Police say this case is still actively being investigated. More arrests and charges are possible.
